Stephen Shafer is Director of Business Development at SSA Marine, where he executes corporate development initiatives, new market strategy, and relationship management across the company’s global portfolio. In this role, he works with port authorities, ocean carriers, terminal operators, contractors, consultants, and government agencies to advance strategic growth opportunities. He is an international economist by training.

 

Shafer earned a B.S. in International Politics from Georgetown University, as well as a Master’s in Economics and a Master of Public Administration from Syracuse University’s Maxwell School. Prior to joining SSA Marine in 2022, he held roles across the maritime and public sectors, including with the Port of San Diego, the U.S. Department of Transportation’s Maritime Administration, and the Federal Maritime Commission, with a focus on port planning, infrastructure investment, and federal maritime policy.
